01/04/09  Vehicle Safety Standards Review
 

The current review of the Vehicle Safety Standards Regulations br Queensland Transport (QT) is of significant importance to the CVIAQ membership. Following consultation with the members, CVIAQ prepared a comprehensive response to the draft proposal.

QT has recently issued a final draft of the review which is the last round for interested parties to comment on prior to the document being submitted to Crown Law for the next stage of ratification.

QT proposed support for formal adoption of Codes of Practice

QT proposed support for the redraft of defective vehicle regulations

CVIAQ Proposed that removal of a Modification Plate be an offence

QT will review these sections dealing with modification offences

CVIAQ proposed retention of section 7 of the Speed Limiting regulations and the introduction of standardised National Legislation

QT supports this concept and will most likely adopt future national Legislation

CVIAQ proposed promotion an awareness of the National Codes of Practice for Vehicle Modifications to the industry

QT will ensure adequate awareness of VSB14 when it is introduced

QT proposed support for free availability of Codes of Practice on the Department web site

QT will endeavour to make all Codes freely available

QT proposed support for the introduction of Class Permits under the VSS Regs

Permit proposal will be progressed

QT proposed support for the introduction of Life of Vehicle Permits under the VSS Regs

Permit proposal will be progressed

CVIAQ proposed Increase in the GVM of trucks and the ATM of trailers able to be inspected for COI by Inspection Stations

Changes are under consideration by the Department. Heavy vehicle COI inspection and issue may be outsourced in the future

CVIAQ proposed that AIS operators be allowed to charge for time where engine numbers are not able to be read without removal of components

QT will not change this in this review but will consider this post the review

QT proposed NHVAS operators be exempt from COI on sale of vehicle to another NHVAS operator

Supported

QT proposed Safety Certificates and COI Certificates be cancelled when vehicle is deregistered

Supported

QT proposed that the due date of a COI be fixed regardless of extensions granted, to prevent the date of the next inspection creeping forward

Supported will be actioned as part of the review

QT proposed that a number of regulations on AIS accreditation be transferred to the Accreditation Regulation

Supported

Mobile AIS numbers and regulations and AIS terms of Accreditation be considered and reviewed

 

Supported, CVIAQ to participate in review

Rewording the provisions on false and misleading documents

CVIAQ does not support the rewording, QT advise that it is unlikely ton progress this change
